https connection failure

I have two different machines loaded basically the same. Using KDE 3.0.3 on
both. When I attempt to connect to a secure site with one machine I have no
problems. When I attempt to connect to the same site (or any secure site)
with the other machine I get this error. I have been fighting this off and on
for a couple days. I cannot find any differences in set-up on machines yet
one works and other does not. I read the kde manual on using konqueror
paying particular attention to crypto config. I checked FAQs. I searched
mailing lists. I cannot seem to find something that applies. SSL is installed
and appears to work correctly on both. What gives?

I don't know what to do next. If anyone can offer me a clue I would be most
appreciative.

Somebody tell me what I'm doing wrong or point me to a source I can search for
