What happened to options to reboot/shutdown options when logging out of KDE?

What happened to the options to shutdown/reboot as well as just logout? I 
thought that was really slick when they added that so you could skip over 
shuting down manually after logging out of KDE...now it's gone. 

I've checked all the usual places, manual/FAQs searched lists, etc. 

I'm using KDE 3.03 on Mandrake 9.
