How to add/enable other languages ?!

You usually have to install a package called kde-i18n-xx where xx is a two 
letter abbreviation of the language.
kde-i18n-de is for German
kde-i18n-it for Italian
etc.

No idea what is used fo Arabic.

You could look at the KDE i18n website and locate the email addresses or 
mailing list for the Arabic team.
