external window bar

Hi!

I'm using KDE 3.0.1 and want to have an "external window bar" ("externe 
Fensterleiste") at the top of the desktop. But somehow KDE seems to forget 
this so I have to add it again every second or third time I launch KDE. Kind 
of annoying.... I was hoping this was fixed in 3.0.1 (I've been using 3.0.0 
before) but seems it isn't. Or is there any way to teach KDE to not forget 
this??
