If you want the users to start with the same configuration, take the 
files from the .kde/share/config directory of a properly configured 
account and put them in /etc/skel/.kde/share/config

For all existing users, copy those files over their old ones.

If you don't want to allow them to change some configuration items, you 
have a couple of options.

1) make those files read only
disadvantage: the user cannot change other settings in the file and he 
can delete it as long as he has write permission on the directory

2) make those files a symlink to files which only root can write
disadvantage: same as above
advantage: you only have to change one file if you want to change the 
setup

3) use KDE3:
KDE3 has several enhancements for restricted configuration.
