How can I set the keyboard repeat rate on KDE3 ?

Can anyone tell me how can I set the keyboard repeat rate on KDE3. In 
the keyboar section of kcontrol is nothing like that. I would like to 
set the speed of repeating and also the delay before beginning to repeat.
