You have to make sure that the browser has %u as one of its execution 
parameters.
I think that can be changed via kmenuedit

%u tells KDE that the application in question can handle an URL directly.
If the %u is missing, it assumes it can only handle local files.

I think it is possible from a technology poitn of view, but I think only 
KAddressBook implements the necessary serice so far.
