Ah, I see, it is for a locked system.

I thought something maybe wrong with it :)

If you are interested in locking away certain features or 
configurability, subscribe to the kde-kiosk mailing list.
That list is especially for people like sysadmins who want to "hardcode" 
some vonfiguration items without letting the user change them.
