I attached one too, it shows how it looks on KDE2.2.2

If this is correct you should file a bug report for khtml, attach the 
html file and write that you have a testcase.

If you are referring to the up arrow right of Titel then that's ok, this 
button is part of the scrollbar of your current widget style.
