I don't know Garnome, but here's my guess: 
The screensaver uses your regular password.  So there's no need to 
set it.
But your system is using shadow passwords for security (pretty standard) 
and the screensaver cannot read /etc/shadow where the crypted passwords 
are stored.
Did you do the KDE installation as root?

The same happens here. I had to kill the process kdesktop_lock today after I 
had accidentally enabled the screenlock.

Maybe the screensaver should check its privileges and refuse to run in forcelock mode 
if it cannot access /etc/shadow...
