configure error from arts and qt

I get this error message during the configure script :

checking if STL implementation is SGI like... no
checking if STL implementation is HP like... no
configure: error: "no known STL type found - did you forget to install 
libstdc++-devel ?"

I have RedHat 7.2 and have just upgraded to gcc-3.0.4, libstdc++3 and 
libstdc++3-devel are installed.

And I get this error message when I want to configure a program that uses QT 
:

checking for Qt... configure: error: Qt (>= Qt 3.0.3) (library qt-mt) not 
found. Please check your installation!
For more details about this problem, look at the end of config.log.
Make sure that you have compiled Qt with thread support!

Qt 3.0.5 and Qt-3.0.5-devel are installed, the directory containing 
libqt-mt.so is in /etc/ld.so.conf.
