Can't launch kicker menu as window

Hi.

There appears to be a feature in kicker where a bunch of dashed lines appear 
at the bottom of menus that you open off of kicker.  If you click on the 
dashed lines, the menu opens up in a separate window, and so can be 
minimized, appears in the task list, etc.

On one of my user ID's this works fine and I can launch the main kicker menu 
in its own window.  But on another of my ID's the dashed line doesn't appear, 
and so I can't put it in a window.

Any idea how I might have disabled this feature ... and how I could re-enabled 
it?
