preventing focus stealing

Hi,

One of the neat new things in KDE3 is that focus is no longer stolen by 
windows that pop up. At the moment, if I'm reading a web page in Konqueror 
and I launch Kmail, Kmail will take the focus unless I'm scrolling in 
Konqueror.  I'm wondering if there's any place I can configure this to be 
more or less sensitive to active windows.
