I think this shoould work, but you better try it with a small module, maybee 
only one file:
#> cvs diif -r2.99 -rHEAD kdelibs > kdelibs.patch

Instead of head you can you other tags, but I am not sure which one are 
defined.
KDE_3_0_RELEASE maybe or KDE_3_0_BRANCH
