Why?
APT is just a frontend for getting dependend packages of the one oyu want to 
install. On Debain for example, you are still free to install any deb package 
from any other source with dpkg directly.

RPM i just the format of the packages which includes the dependencies. Apt 
only retieves those depenencies and feeds them to the package manager in 
correct order.
Conectiva is a RPM based distribution that used apt.

Well, my experiance so far tells me that it is easier with apt because you'll 
always get the necessary dependencies in a version which is recent enough, if 
you don't have it installed or if your version is outdated.

Anyway, the comparison is somewhat stupid because, RPM is a package format 
and apt is not.
