Setting custom keyboard shortcut

Hi

System: KDE-3.0 - Mandrake-8.1

Is there anyway of setting up a custom keyboard shortcut? I would like to have 
Win(Alt_L)-E bring up konqueror. The only keyboard shortcuts I can find are 
predefined.
