Hello AD,
The KDE store uses Pling by opendesktop.org, which means they control
how accounts are managed and not by KDE directly.
According to a forum post [1], most free email providers were blocked
due to spam. You may be able to contact them directly
(contact at opendesktop.org) and polity ask for an account using your
Proton address.
