The free versions of both Astra and Elementor are indeed 100% free
with source available on Github under GPL2 and GPL3 licenses. Astra
(for header/footers) and Elementor as the page builder almost
completely eliminates the need for a "theme." Whatever is the current
"KDE websites" style could be replicated using Elementor.

If the "standard" KDE theme is available for reuse then fine but if a
theme style needs to be started from scratch then Astra + Elementor is
an excellent combination. The free versions of Kadence + Brizy would
arguably be even an better combo (also developed on Github) albeit
slightly less mature.

Using a dynamic page builder instead of a static theme means a site
style can be easily iterated on over time using a backend drag and
drop "gui" that nearly anyone could pick up...
