Clear policy on techbase.kde.org and community.kde.org

The problem is they have no clear identities.  I did suggest before
creating a different colour scheme for each website, which would then
essentially colour code community stuff, developer stuff and user stuff.
That colour coding could then be forwarded across all the branding and
marketing so it becomes ingrained in peoples minds, and possibly make it
more likely they will go to the right website to add / amend content.
