inquiries

Just two inquiries. 
One is there any policy on what would be required for a http://country.kde.org to be put up?The other is I seem to remember a site that people could sign up on where they were in the world. I was told  that there is one in the commit digest but I remember this one being like a OSM/Google Maps layer. If that doesn't exist currently where would it fit in the layout of the KDE Websites?
