UserBase is not part of the i18n teams' work, although some people from i18n 
do work on UserBase as well.

You must be Praveen Illa :-)   Your translator account on UserBase was 
confirmed on 17th April, but unfortunately no emails are sent out.  If you 
check  back to http://userbase.kde.org/Translator_Account you will see the 
welcome message.

Once that has been done you should be able to click the Translation Tools link 
in the sidebar, enter your language code (te) and you will be presented with a 
list of pages for translation.  Select one of those and you should be able to 
follow the process through without a problem.

I wish it were possible to automate the sending of a welcome email, but at the 
moment I don't see how it can be done.  I will put that on the list of things 
for discussion at the WebWorld2011 sprint.
