Q: Is Kubuntu a fork of Ubuntu?
A: No. Kubuntu is part of Ubuntu. It can be installed on top of Ubuntu 
(package kubuntu-desktop), and Ubuntu can be installed on top of it (package 
ubuntu-desktop).

The Kubuntu packages are Ubuntu packages.
