Restructuring techbase and userbase

That fits fairly closely with what he have for most apps on userbase - with 
the addition of a list of main features within the description section.

I do like the idea of creating a template for this.  It would be a lot more 
friendly for first-time contributors.  I'm not sure how we could go about this 
- but I've no doubt we could find out.
