htmlspecialchars() in the menu

Hi,

I would like to remove htmlspecialchars() from class_menu.inc. I don't see 
what having it achieves in particular, and it helps to break translations.

For example, the French accented characters are represented by a &xyl; 
sequence. htmlspecialchars() escapes the &, meaning that the accented 
characters aren't displayed properly.
