ah, who cares, no translated page is until now converted and therefor now is
the perfect time to switch to utf-8, as we use it for all other translated
stuff in kde, too, like all desktop files, docu, ..... have added UTF-8 as
xml and html encoding to header.inc, the normal pages have no probs, as plain
english, but as soon as we switch some i18n pages over we need to convert
them to utf-8
