pages as utf-8 ?

Hi,
just implemented the locale and encoding vars (uh, forgot the setLocale stuff) 
and have some idea:

Shouldn't we FORCE the pages to use all UTF-8 ? 
That would make the encoding var again to go away and we  can all save handle 
our i18n pages without needing specific encodings for each of them.
