European emissions trading - countdown to costing CO2
Emissions trading is a hot topic for Europe's electricity
generators, not least because nobody really knows yet what
its impact will be. For now we must rely on forecasts from
the consulting community and grim warnings from market
participants. National governments need to specify emission
allocations for each specific installation concerned, and
the rules of the trading game need to be set in stone,
before speculation can end and the real costs or benefits
calculated...
