It should be easy to add:

ErrorDocument 404 /404.php

to htaccess of the Virtualhost configuration and have 404.php scan for old 
URI's and do a

header("Location: new URI");

towards the new ones. Always worked for me when migrating contact across 
websites or when restructuring an existing site.
