Hi!

I have made some small accessibility related changes to the main home 
page:

1. There were to links named "Announcements", one leading to a different 
page, the other to an anchor within the page, which was confusing and 
which is not allowed according to accessibility guidelines. I have 
renamed the anchors to "Latest Announcements", "Latest News" and "Latest 
Applications" to fix this and to make it consistent.

2. I have moved the pipe seperator that is "More Announcements" out of the 
<a> tag to fix another small issue reported by accessibility validators.
