Looking through CVS the orginal author was Mathias Mueller   
<in5y158 at public.uni-hamburg.de> but the most recent changes (3 days ago) were 
made by Malcolm Hunter <malcolm_hunter at hotmail.com>.

As to who is in charge I'm not sure, you'd be best to contact Malcolm with any 
queries though.
