[PATCH RFC] www.kde.org/international

Please see attached patch, which will make the requested changes with a few modifications (including shortening the existing diclaimer and re-wording it so it is in the spirit of the requested changes instead of deleting it all together).

Can the relevant people please review and provide any comments? Then if nobody objects can someone commit the patch as I don't yet have a CVS account to do so?
