Why would we need to change any urls if a server fails?  If, say, the 
usability.kde.org server fails, we can just switch the DNS to point 
usability to a different server, and set up a virtual host on that 
different server.  All usability.kde.org URLs get preserved.

But that's still more work ont he server admin.  No longer can he just keep 
his stuff in cvs.  He has to keep some in cvs, and some out of cvs.

Before your changes, that wasn't necessary.
