1. The change to family.inc was completely redundant, and adds complexity 
to something that was going to be simple to maintain.

2. A global config.inc is going to be a maintenance hassle:  It makes it 
impossible to keep local sites config in cvs, it centralizes site data 
away from the rest of the site, it adds a redundant array.  This is a 
steep cost for a debatable mirroring scheme.

Ohter than this one-server scheme, what was accomplished here?

I think we should decide finally whether this idea of having all sites 
servable from one server is something that we want to do.  *That* decision 
will make clear whether the changes are needed.
