How about a "Always use this mirror" checkbox, which is checked by default
along with more explanatory text on the mirror selection page?
I know I for one always hate having to choose a mirror for certain sites
(Sourceforge springs to mind) and given our mirrors are for the most part
regional then I think a lot of the users would want to always use the same
one. We just need to explain to them what to do if their chosen mirror
doesn't have the right content, isn't performing well or is completely down
ie. to visit http://download.kde.og.
