KDE Binary Download Wrapper

Attached is a wrapper for KDE binary package downlaods.  This was a 
solution proposed by Dirk Mueller to emphasize to users that the binary 
packages provided on kde.org are not made by KDE, and might not be 
supported by KDE.

I kept the text short to maximize the slim chance that it will be read.  
But whether they read it or not, people have no excuse if they click by 
this and get surprised to find out that KDE didn't make the package.

As for the code, it prevents non-download.kde.org urls from being wrapped, 
and handles links to a file or a directory.  To use it on future 
announcements, just prepend /binarydownload.html?url= to all links to 
binaries.

Tested locally, but with PHP you never know what might break. :-)
