When will KSnapshot be fixed?

I went to the first item under kdewin on Google, "KDE - Experience Freedom"
File to download is called " *kdewin-installer-gui-latest.exe"*
It produced a download which shows up on the Thunderbird command line as
"http://download.kde.org/stable/kdewin/installer/kdewin-installer-gui-latest.exe.mirrorlist"
A couple of windows come up, asking if I'd like to update the installer 
from the Internet,
already checked as yes.

I also found something called "kdewin-installer-gui-1.0.0.exe.meta4" but 
Windows complains
that it can't open that file. (I'm not surprised.) The whole Google file 
reads:
