[IMPORTANT] stopping development

I already got this together now, but to do a formal reply:
- I didn't get a mail about this from kde-cvs-announce at kde.org which
would be *the* place for it.
- nevertheless we need to get the frameworks stuff working, which won't
be easy.

If somebody wants to help:
- I would be glad if somebody could take a look at the current state of
the frameworks efforts and could check what might need to get done on
Windows.
