because your internet connection or proxy settings of the installer
seems to be broken. Please inspect the file kdewin-installer.log from
the download directory to see more details.
> Neither has screens to set the Internet connection or choose a server (as per the documentation), they directly go to http://sourceforge.net/projects/kde-windows/config.txt (which doesn't exist), and then to http://sourceforge.net/projects/kde-windows/ (from where it fails).
This is mainly an indication that the installer did not find the main
download site (www.winkde.org) , see the comment above

Do you have seen the checkbox "skip basic setting pages" on the first
page of the installer as mentioned at
http://www.winkde.org/pub/kde/ports/win32/installer/manual/ - Uncheck
this and click next to resetup the basis settings.
BTW: I just installed kgeography from www.winkde.org mirror sitting
behind a proxy. The download rate is about 560 KBytes/sec.
