Okular Installer - can someone help me out

I'm not sure if i understand you correctly there are you looking for someone
to do this for you or do you need help in doing this yourself?
If you want to do this yourself my advice would be to check out the
amarok-package or the kdepim-e5 package in emerge to see how to create NSIS
installers for KDE-Software. Emerge also has MSI support but that is not
really ready and more of a prototype packaging.
In case you are looking for someone to create such a package for you or your
company (http://intevation.org/) Has experience in packaging KDE Software as
single "one click" installers. We are currently packaging Kontact for Windows
(http://wiki.kolab.org/Kontact_for_Windows_(Enterprise-5)) and would be very
interested in creating a good okular package if we could get some funding for
this.

There was some work going on in a "single" installer based on the kde-windows
installer that would pull the files online but i do not know the exact state
of those.
