Okular Installer - can someone help me out

Can someone help me out with making an installer for Okular only on Windows.
Shouldn't prompt the user for anything with regards to mirrors,packages, 
paths etc.

Basically the installer should grab all the files required automatically 
and install the okular package, place a shortcut in the start menu.
