Installer 0.9.8-1 not working

I'm not a KDE on Win expert, but I've been playing around with it a bit so I
can answer one or two of these.

0.9.8-1 works on my machine, running Win7 Ultimate. I am not behind a proxy,
and did not have to change any of the connection settings. I'm guessing you
tried downloading again and verified the checksum?

When you get the installer to run, you can tell it to download the packages
only. But, keep in mind that it downloads the necessary dependencies as
well, so letting the installer go ahead and do the work is the approach I
take. It still caches these files in a download directory.

I have had the most luck with finding packages using the MSVC 2008 32bit
compiler. You may sometimes see crashes with the End-User mode depending on
the install, but the Package Manager has worked without flaw for me.
