Summary
-------

    Simplify verbosity handling code:
    - do not use global variables anymore (pylint)
    - introduce a class Verbosity instead
    - alyways keep shell variable EMERGE_VERBOSE in sync
    - new context class TemporaryVerbosity. Use it in dumpDependencies
