It's in extragear/base/konq-plugins/webarchiver/ ...

And btw M$IE implements something similar: using file -> save as it 
can save a complete web page in one MHTML-file (see 
http://en.wikipedia.org/wiki/MHTML) but the corresponding feature 
request is waiting for someone to implement it since half a decade ;)
