KFileDialog Patch

Hi,
  Somewhere along the lines it looks like KFileDialog was changed to
make native support better, but this broke KEncodingFileDialog (and
probably any other class that inherits KFileDialog) since the
initialization of d->w was sometimes skipped.  Anyways, this patch
just moves the initialization lines back above the if(d->native) block
so that it always executes.
