Dbus Win7 trouble

When I cannot connect to a network (in the train) dbus will not start on Win7 causing me to not be able to start any KDE application. 

The following is what I do and what the error is: 
Dbus-daemon --session 
'Failed to start message bus: Failed to lookup host/port: "localhost:12434": The requested name is valid, but no data of the requested type was found. (11004)' 

Any hints about how to solve?
