aspell related

Hi,

without any further configuration aspell looks for data and dictionaries 
in \lib\aspell-0.60 which is not usable for kde on windows.

The appended patch sets aspell data and dictionary location on windows 
to <kde-install-root>/lib/aspell-0.60 which is the default installation 
for aspell language packages (see 
http://www.winkde.org/pub/kde/ports/win32/repository/win32libs/)

Are there any objections ?

BTW: the aspell language package version are directly taken from the 
related aspell package on linux
