Can't start kate in 4.1.3 stable

I've changed the configuration but ftp does not work as well as it
worked in earlier versions, sometimes it crashes and it has the same
behaviour of MSwindows dialog in ftp, e.g.: can't reach directories
upper than home directory. Maybe it's a regression because ftp worked
well on earlier releases of kde4 on MSwindows.
I've also re-installed 4.1.3 stable and Qt3Support4.dll is still
missing (I've used mirror winkde.org).
Which of the packages listed in
http://winkde.org/pub/kde/ports/win32/repository/kdesupport/ has this
dll?
4.1.3 unstable's list is blank on installer.
