State of kdeutils package

well kdeutils has been brought up by Eike Beer first and it is still in 
the testing section (for windows). That's why it is not regularly packaged.
If Christian (who packages everything) agrees, I think we can move 
kdeutils to the kde section and build it on a regular base.
