Installer does not list any files in Package Selection

yes, the packages have been copied over but I had to change something in
the config file and this one is to old.
You should find the following lines in the config.txt on a mirror if it
has been updated:
;------------------------------------------------------
; all packages on the mirror
;------------------------------------------------------
@site all
@type apachemodindex
@url .
@exclude config.txt
If you can find this in the config.txt then you can choose this mirror
and the package selection list will be populated.
