Looking for hints on getting kdewin-installer-gui-0.9.0-1.exe to work

initial we had a mingw-runtime package containing mingwm10.dll, which 
would be installed in <kde-install-root>/bin.  May be that it wasnt 
copied from older release. I will check this.
